I am going to buy a modem for my computer this week and I need to know, should I put my Norton securtirity Anti virus on before I attach the modem or after and how will I activate it? Im worried that the slow dial up here in Africa will make opening the internet to access the security number impossible.

Best not to put it on at all.
Take an image of your hard drive before you put NIS onto your PC. It is not possible to completely unload NIS once it is on your machine - even with Norton's own removal tool.
It is not possible to load NIS without first unloading ZoneAlarm - the Norton installer checks not just whether it is loaded in memory, but whether it is present on the PCs drives.
Symantec AV or Norton AV - it's the same thing.
Norton used to be an excellent product, before Symantec bought it, now it's not worth the bother.
Put the ZoneAlarm free firewall on, to download the windows updates. Those updates will take about a day using narrowband!
Use a protected PC (with broadband) to browse for Norton problems - you'll be surprised...
Everyone has their own favourite Internet Security - I used NIS from 2001 through to 2005 with complete satisfaction.
NIS 2006 randomly denied me access to my own network (and the Internet), and Symantec's suggestion to resolve a problem with automatic updates (which you don't want with narrowband) was to uninstall and reinstall all my Norton products.
